About Us
The Administration Division manages the OPCW’s day-to-day human resources, finances, and logistical support.

The Budget and Finance Branch applies best practice budgetary and financial support services to the OPCW. The Branch is responsible for developing and managing the OPCW Programme and Budget, supporting the management and reporting of extra-budgetary funding, preparation of the OPCW Financial Statements, collecting assessed State Party contributions and other income, and administering all payments for the organisation.

The Human Resources Branch provides human resources advice and services to the OPCW in relation to human resources planning, sourcing, recruitment and selection, terms and conditions of service, training and staff development programmes, transition support, and individual staff and manager support and separation processes.

The Information Services Branch provides functional oversight of all OPCW information technology (IT) and telecommunication systems.

The Procurement Section, Infrastructure Support Services Section, and Support Services Section are responsible for procuring goods and services; managing the Organisation’s physical inventory and assets; assisting with matters related to insurance, travel, transportation and removal; and ensuring the effective and efficient delivery of facility management services.

Responsibilities
Job Summary
We are looking for an IS Programme Coordinator to focus on business analysis, business intelligence services, programme management, change management and vendor management. As a right hand of the Head, ISB, you will play a key role in planning, maintaining and developing all IS governance policies in order to align the IT strategy to the business needs of the OPCW.

You will have the ability to demonstrate very good communication, client orientation and multitasking skills in order to achieve project sustainability and success.

Main Responsibilities
This is an exciting opportunity to interact regularly with the executive level, internal and external stakeholders and to maintain a strong relationship and a shared vision for a programme outcome. Your goal will be to facilitate the effective management of programs according to the organisation’s standards.

You will manage multiple medium to large scale IT projects ensuring the services are implemented according to agreed timelines, procurement procedures and vendor processes within established funds. You will be continuously involved in ISB’s change management process, chairing the Change Advisory Board, soliciting all business requirements for ISB projects and facilitating communication with all parties involved within and outside ISB.

Qualifications and Experience
Education

You should have an advanced university degree in Computer Sciences, Master of Business Administration (MBA) or other related ICT management field; a first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Required Certification: ITIL (foundation) and PRINCE 2 Practitioner certifications or equivalent.

Knowledge and Experience
Make sure you have at least five years of relevant experience with an advanced degree or seven years relevant experience with a first level degree, in particular in Business Analysis, Business Intelligence (BI) and IT Governance processes.

Skills and Competencies
To succeed in this role you will need the following skills and competencies:
  • Planning and coordination skills;
  • Project management skills;
  • Effective communication skills and service orientation attitude;
  • Knowledge of ICT landscape, particularly in a UN or other international organization;
  • Vision and strength of creation and execution of a continuum of concepts;
  • Vendor Management.

Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information
This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
